Here is what it means.

Also, THIS DOES NOT MEAN I CONDONE THIS TREND. I am posting this because you wanted to understand what it means. I always believe that a woman's or a man's sexual activities are their own business. I am not interested on who they sleep with.
That being said, this is what it means.

This girl group member has had several dating scandals and it includes one with a BTS member. The photos of this BTS member that was leaked shows the BTS member on her bed. People supposed they didn't just play uno on her bed.
Supposedly, while in a relationship with this BTS member, she went on a yacht party with hollywood stars where some, hmmmm, you know, stuff happened. That came about because someone in that party talked about it and specifically mentioned "kpop star" being paid to attend the party. She was the only one there.
She also frequented bars whenever she is in the US even when she was in a relationship.
In urban slang, a "town cycle" is someone who every tom, dick and harry has slept with for free. Further into history, some theorize that this is in relation to old practice of transportation being "passed around" town to whoever needs it.
And that's how she became known as "SEOUL CYCLE".
Again, I do not share the opinion. I don't think there is anything wrong with going bars perse even if you are not with your significant other. It all depends on what happens when one is out to have fun which we don't know.
It's really none of our business.
