I'd prefer to keep the animations fairly short if possible. ~30s.
Price-wise it's entirely based on complexity, but a good baseline has been $100/10s of animation (minus whatever your discount is for your tier) but it should be discussed. Best practice is to just ask

I have a lot of scene ideas I just kind of sketch out. Most of them never make it to a finished scene or animation for one reason or another. That one there was just a random one I tossed in.
