Enter the following commands into the console (one by one):

graphicssettings.shadowdistancepercent 0
graphics.shadowlights 0
Preset #2 (Sharp Shadows)
Enter the following commands into the console (one by one):
graphics.shadowquality 0
graphicssettings.shadowresolution 3
graphicssettings.shadowcascades 4
graphicssettings.shadowdistancepercent 100
graphics.shadowlights 0
Preset #3 (Balanced/Optimal)
Add this to your game launch options:
-graphics.shadowmode 2
Enter the following commands into the console (one by one):
graphics.shadowquality 0
graphicssettings.shadowresolution 3
graphicssettings.shadowcascades 4
graphicssettings.shadowdistancepercent 100
graphics.shadowlights 0
Don’t forget to save your settings!
global.writecfg
To make sure the shadow mode is properly applied in Presets 1 and 3, restart the game client after configuring.

In cases where I cant edit the config files (nvidia geforce now when I travel) is there a console command that does the same?
