You make mandatory obscenely large donation quotas become valid legal punishments and obligations.
Donors are kept healthy, clean, fed and fully lucid.
Well, as much as they can from the state of extreme lust they are chemically kept in at all times.
They even get to share an infinite virtual space with other donors to keep them company.
