What makes them not turn into zombies is any kind of emotion that overpowers or masks fear. In one of the previous episodes, the creator of the virus said they turn into a zombie when they're cornered, and fear is involved. When they're scared, their only survival mode is to attack, and we’ve seen this in Cheong-San’s friend when he was turning into a zombie. He said he was scared right before he started to attack them. As for the girl who got bullied, all that was on her mind was that video and she didn’t want it to get out. For Gwi-Nam (the bully), was overtaken by vengeance and wanted to kill Cheong-San, plus he's overall evil. Also, the class president wasn’t scared of being a zombie. Because these three weren't scared, they didn't turn into a zombie, and this new species was born and now the virus is aware of their conscience?!? IDK but that’s the theory I’m going with.
