Update v0.63.1 & Test server changes

- Improved responsiveness of shovel and saw tools
- Fixed object preview flashing when placing an object
- Fixed objects clipping outside the house
Test server changes:
- Added editing public island and house (sign next to docks, accessible without party)
- Added command aliases /saveisland, /loadisland, /resetisland, /clearisland, /lockisland and /unlockisland
- Increased object limit for islands from 500/750 to 750/1000
- Fixed saved islands getting loaded on non-test servers in some cases
- Fixed some issues causing islands to break
- Fixed torches on islands not changing with day/night cycle after reset
