That's why she say that line at the end of the episode Also, you didn't remembered last time and I don't think you had your answer, but Twilight's organization is called WISE (don't remember the meaning tho) and, someone corrects me if I'm wrong, they are Westalian's spies operating in Ostania. I hope it's a bit more clear to you!
