The social interactions ruleset took a bit of a turn as I was developing it. What I was trying to convey is that it's a system to model NPC behavior over time, so that it changes and doesn't stay static. I'm calling it the Evolving Motivations system. It's still social interaction based, because it's all about what NPC's do in response to what others do, but the heart of it is establishing what motivates an NPC and how those motivations shift through the course of an adventure. The idea is to make NPCs more dynamic, and to allow Player Character actions as well as organic events in the adventure to make an impact on how NPC's think and behave.
