It's a difficult job as Keiko is generally too afraid of overdoing it with Rumi to cooperate as there are very few fit to actually deal with her. Although she'll never admit it, Keiko secretly yearns for Hebikawa to call her to do work, it's better than for the risking Rumi getting hurt. It also helps her get closer to Joyce.
