I believe there is a mod available for creators to make stairs "semi-functional" meaning, I assume, the sim ports to the top of the stairs so you can at least use them as a portal device. However, I've not had interest in doing this for two reasons, one being I don't like the idea of my mods being reliant on someone else's, and two, because it lacks animation, I'll probably get the reports that it's "broken" anyway π©
