I've turned myself into an administrator, checked firewall to make sure it isn't blocking it, tried changing my system locale back to english(I play a few japanese games that need Japanese system locale) and I still get the same error. "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the file."
