When shiggy was incomplete during season 6 he was only comparable to the usj nomu but because of him overcoming the quirk doomsday theory his body adapted and evolved giving him greater strength and speed. So if shiggy wasn't nerfed by the plot he would've just blitzed and one shotted everyone here and horikoshi knew this, reason why he had shiggy whip out all these fingers when Shigaraki didn't have to do this. It's a creative way of showing off Shigaraki's evolution while nerfing him at the same time
