28 Hair Tips + Rug Breakdown

If you animate the rug I would probably disable gravity on the hair but other than that it should work because you are right once the gravity is on then it's a lot more difficult to control things like clump. Or at least adjust the gravity so it's not super strong, that's where I would start. It definitely depends on your type of animation too.
