HIs quirk 'Muster' make the food he prepare boost muscle mass of those consumed his food(food must be consume within 24 hour to get muscle boost effect) Since the muscle boost doesn't give consumer a superhuman strength, his quirk was not considered illegal for day to day uses.
He named his quirk 'Muster' because he look like a 'Mustang' lol
