Pretty sure the French accent was all an act. If you notice when the villain goes into the hidden shelter in the middle of the race, he uses an American accent.

Imagine going to a movie set with 15 puppies on it every day. Dream come true. Plus they had to get new litters for every movie cause the pups grew up ☺️
