Baiser didn't find lord enorme cute, hence baiser didn't have the "motivation" to do "something" to lord enorme. Thats why baiser said it was "boring", so she thought of an idea, basically making a filter so lord enorme looks cute in her eyes, so she gets motivated to "punish" lord enorme. Its parallel to how baiser finds tres magia cute and likes seeing them "suffer". The real Reason why Baiser decided to make Lord a kid though has nothing to do with her "loving" children, it's because Lord acted childish for her age, wishing for world domination and all that. Coupled with her arrogance, demeanor and not being cute, Baiser just couldn't summon any motivation to "break her down". A little bratty kid though? That's much more deserving of a punishment. Bratty kids who think they can do whatever they want, including doing harm to others actually need to be put where they belong - in the corner of the room, waiting for the belt. It's actually one of the more normal and acceptable things this anime has shown.
