I combined quite a few techniques to archive this and this is just part 1.
There is just a lot more that will be happening after this scene, stay tuned for that.

Some tech info: Main fluid bake (excluding geonodes) took 8 hours to bake. This scene took me over 11 hours to render and few more house for the compositer to do denoising and such post render. In other words, this scene took roughly 21 hours to be processed alone.
