Probably being threatened by major international credit card/payment companies like Mastercard and Paypal. They're notorious for attacking websites and trying to get them to remove sexual content, even if it's content that's considered vanilla and is generally acceptable in real life. I think it's a good idea to voice your concerns to Pixiv. If there's enough vocal protest they might reverse the decision.
