I know this is an old episode and I know this will likely never be read, but here’s my explanation of the paradox. In BoBW, the Borg cube we encounter received the communication from three Borg in this episode. They were told “hey, in the future, the federation is gonna kick our butt so we should take them out now”. That Borg cube started to hightail it towards Earth. These Borg did not yet have transwarp conduits or else they wouldn’t have bothered traveling through federation space. They would have just popped out near Earth (which is why the Borg ship in First Contact got as close to earth as did and the Federation didn’t fight them farther out). They were traveling at warp for many, many years as we know it takes decades to get from Borg space in the Delta quadrant using standard warp. These Borg were not traveling because they encounter the Enterprise in Q Who; they were already long on their way. Q merely warned the Federation about the threat that was already on its way and would arrive in just a few years.
