According to the creators, they wrote this episode thinking it would be their last: "Because our initial pickup from Nickelodeon was only for thirteen episodes, there was a chance that the thirteenth episode would be our last. Mike and I knew we needed something really exciting, on the level of a series finale. Since Mike had created such a compelling antagonist for Zuko in Commander Zhao, we thought, “If Zhao captured Aang, no one would be more motivated to rescue him than Zuko.” Zuko was already my favorite character, and the Blue Spirit added a whole new level to his appeal. The disguise evolved into something of an alter ego for Zuko, one that seemed to be free of the burden of his fall from grace."
