Sorry, missed this. The USB-C alt mode pins are used for (UART) debugging on Pixel devices, so I think it's impossible to change the functionality with software mods. I'm not familiar with any other external display methods.

And if Google has the hardware locked down, do you know if it's even something Google is capable of changing after these devices leave the assembly line?

Google disabled HDMI alt mode via USB 3.2 in the hardware level which is my biggest problem with the Pixel line. It is not possible to enable it manually, is this correct? Is it possible to establish a virtual screen and assign it to displaylink/cast options like DeX or Maru?
