At this point, she has not given up on that objective despite seeing Kei being with others... I think there has to be a story or an arc to force Mai to accept Kei will never be exclusively hers. He'll act like a slave, sure, but until she comes into terms with that, story-wise, it wouldn't make sense for those two to engage in penetration.
