here is the thing about evolution: terrestrial animals did evolve to live in the water millions of years ago when they were driven into shallower bays and lagoons for food and aquatic environments became an evolutionary advantage. They are now called whales. Even they do not breathe water.

for the 'why can't the land creatures breathe water?' is probably because water creatures still breathe oxygen but have to filter out water, and land creatures also need to breathe oxygen but don't need to filter out water

(I do apologize for the essay below, but I like science and love discussing it) Fish don't use water to breathe though, they use the oxygen dissolved in water, which would mean they don't get hydrogen from it, right? Plus, air still has some hydrogen, though perhaps not as highly concentrated. Maybe I got lost on what you meant, but in real life, there are animals with gills that breathe only water, but there are also gilled animals obligated to periodically breathe air. In comparison, there are little to no animals I know of that have lungs that function in water. Fish filter oxygen out of water by forcing it over their gills. Lungs, on the other hand, are deigned to contain air. As there's not really a way for lungs to filter the water out, most lunged organisms just drown. While I think it could make sense, I just don't see how hydrogen would affect the ability to breathe water or air. TLDR: Water passes over gills, but lungs hold air. Air can pass over gills and be okay, but lungs should not hold water.

The only animals I can think of that breathe both water and air are frogs anyways, so perhaps real life nature is not the best example. Speaking of nature where tf are Gillion's eggs coming from

The point Bizy made actually makes sense, but consider this: perhaps land dwelling creatures that also breath water decided to stay in the water precisely BECAUSE most of the world is water. Like how whales and dolphins evolved from land creatures, things like sea elves could have initially breathed air but chose to live underwater. The water is easier to navigate around things like mountains and stuff because you can just swim, plus the distributions of tiny islands means the ocean is far more interconnected and might have made decent populations of food on land scarce. Idk, just my two cents.

Bizly's question about why undersea creatures can breathe under and above the water, but land creatures can't, can be answered simply as: You have plenty of oxygen in water, but very little hydrogen in air. Guess sea dnd creatures have selective lungs/gills.
