The man you saw Tuco collecting from/"lie detecting" in the restaurant prior to Mike arriving was Krazy 8...he is the guy that Walt/Jesse kept captive in the basement in season 1, who Walt ended up having to kill because he was planning to use a broken piece of plate on Walt.
