I think you guys misheard the name when the FBI were talking, they were talking about "Del", which is the nickname of Del Rio, the high ranking Mexican drug cartel member who we saw plenty of in this episode running things. Like most prolific gang, mafia, cartel, or terrorist organizations; the government is very aware of who they are and what they do but don't have evidence to act against them.
