Love your reviews Ralph & Shamonda! Not every episode is going to be The Pilot. But from a character development standpoint, Outlaws is one of the more important episodes early on. It's exactly the episode needed before things ramp up. Without these character driven episodes the mysteries would still be cool, but the characters would be an afterthought and the show wouldn't still be talked about 10 years after it ended.
