Air bases are always just named after the nearest place. The village of Ramstein-Miesenbach is first mentioned in a document dated 2 June 1215, so yes, that pre-dates the air base and the band by quite a lot! The fuel line in the heli sprayed jet fuel onto Walker's face. I'm no dermatologist, but it probably would do that to one's skin, like a solvent.
