Gene was in a tough spot. florida would have been a bad choice since Tony has connections there with Beansie and little carmine. Running from the fbi would be too risky. he wouldnt be able to legally leave the country. If he ran off to another state the police would have eventually caught him. The only way out would have been to continue being a rat and give the fbi everything. Also Risky, but If the mob didn't find out he could have gotten the Henry Hill treatment and go into the witness protection program.
