Also, regarding why Dumbledore hired Umbridge: it's not mentioned in the movie, but in the book you find out that the Ministry passed a decree that said that if Dumbledore was unable to find anyone to take a post, then the Ministry could assign someone to the post. And apparently Dumbledore wasn't able to find anyone to take the "cursed" Defense Against the Dark Arts post.
