Evil spirits don't even know about the levels. and remember our main villain (Cheong-shin/scar face/ crazy laugh) he became complete before he killed himself (the evil spirit and the host became one) and went to possess the mayor. so the mayor has all his abilities Cheong Shin had (the telekinesis, ect.) which is why we still hear his voice as the voice of the evil spirit when he goes in control over the mayor’s body, ect. And no, the son/bully was never possessed/had an evil spirit. That moment in the store when he and Cheong-shin walked by each other was to show how he had the potential of eventually becoming one, which is obvious: he is a bully and tried to borderline murder Mun and his friends, so it wasn’t surprising.
