There is, indeed, a lot of poverty in America but homelessness is not principally a manifestation of it. Most of the chronically homeless in America (as opposed to the short-term, transiently homeless) suffer from mental illness or substance addiction. And they are homeless, meaning allowed to live and sleep in public such as a park in Orlando, out of a misguided interpretation of the law and their best interest. It seems quite strange to me that anyone believes its in someones best interest to sleep on the sidewalk mumbling to oneself through the rain and cold of a San Francisco winter but the law says they must be allowed to do that. And the problem is not that cities and their residents don't care. My city of San Francisco (which has something of a reputation about its homeless problem) spent, in 2020-2021 fiscal year, $1.1 billion (in a city of 850,000 or so residents) on homelessness and its prevention (such as getting people into housing before they become homeless). It is proposing to spend $1.5 billion over the next 3 years just on those who already are homeless, trying to give them options to get off the streets that they may or may not accept. Those afflicted by poverty are mostly not homeless. They live in shacks or slums or public housing or sometimes shelters but if they are not mentally ill or incapacitated by drugs they get indoors and off the streets somehow. They are sheltered if not homed.
