FO3 Pre Mod .ini File text complete

Just waiting on RoyBatty to give it a once over. He already did half way through so things are most likely ready.

Tested through and through and with total feedback from Roybatty.... though he hates the ugrid setting lol... in I stuff will be tweaked further later. Probably decrease a few LOD settings and deal with lighting and decals. :)
