The Factions and NPCs could be easily dropped into another city in your world, or, if you're running through the related OPM adventures, this supplement provides plenty of opportunities for RP while investigating the plot hook!
Another benefit here is that, by providing information on the other factions and council members, you could easily spin off additional quests to gain votes beyond the 3 referenced in the existing one-shots. Collectively, these 5 releases could give a table quite a few sessions worth of play!
