*note: Xerxes as a child and adolescent isn't exposed to anything explicit and even the Sect doesn't do things that evil to involve such persons. This is merely illustrating that he was born and raised there and witnessed non-sexual rituals when he was young. There is a scene when he was considered an adult by them in a page or two and it happens when he is 20 years old (confirmed in the text of the story).
TL;DR: Xerxes was raised in the Sect of Strato, but he (like all the others who grew up there) was never involved in rituals until he was 20+ years old.
