Yes agreed, I am beginning to wonder if the ONLY people youtube really listen to is advertisers. By 'listen to', I mean hear and respond with actions. So it may actually need a big advertiser to pull ad spend to get youtube to act.

I keep reporting channels like this and channels who only use the same content every day or week, but it doesn't seem to help. I think all of us should take our time to go through these channels and report them. The more noise, more effect. And this video is just plain harmful for everyone who tries their "hacks". To be honest I'm pissed off!
