Lucifer got Chloe back from heaven by giving her Lilith's ring containing her immortality and I believe that immortality gave Chloe life again but using it like that caused the immortality to be 'used up' so now it is a pretty piece of jewellry and no more so cannot be used again in the same way. Also there is a precedent for mortals to leave heaven as Eve did it , unless that only applies to miracles created by God (Eve being created from Adam's rib etc) - but of course that scenario of being a miracle would also apply to Chloe, wouldn't it? As far as Hell goes, as I believe it there is no way out to 'salvation' and Heaven unless the damned soul can face their guilt and do it themselves...something Luci said has only ever been done once by Mr Said Out Bitch. I didn't know what Rory is promising Dan but I'm sure it isn't simple or good or Luci wouldn't have left his bracelet bro in Hell...we'll see!
