I personally think the best way to do hanging wedgies for newcomers to the scene is via a pool and a stepladder. You fill the pool to just the right amount, and then you hang the poor girl's undies off the back of the stepladder while she desperately tries to tread water. Not as painful but will suspend the victim if done properly, and they can hold onto the ladder with their hands while still hanging.
