Yes that’s the same Wally West. The reason you didn’t recognize him is that the one on Young Justice is the original Wally West who has red hair and is a white dude. This Wally west is based off the rebooted timeline in the Comics, New 52 and is a black dude. They eventually like retcon all that and now there’s like two different versions of Wally West bringing back the white Wally. Shit is confusing but yes that’s the Wally West you’re thinking of lol
