Of course a ton of people would take the pardons. It’s literally what Thomas was fighting for. It’s what Flint and Miranda went to Peter Ashe to arrange. John and Billy were being little bitches. Flint was totally right to shoot both of the men. Neither would admit to stealing, and now it deters others from trying, and it makes sure that both people on watch would keep an eye on each other else they both get shot over any more theft.
