2016-10-21 22:40:03 +0000 UTCThe CCP's policy here seems correct, professionalism in the standing military is more efficient (and can deliver comparable capacity with smaller forces).However, it's enlightening that a major concern of Chinese veterans is the misappropriation of funds designated for their retirement. In other words, corruption amongst lower level officials is undermining the policy of the central government. Once again corruption rears its ugly head. It will never be possible for the CCP to raise the PRC to be a true 'Superpower' until the endemic corruption within China is dealt with. Regardless of the successful reforms the CCP makes, I look at the PRC as a land containing at least a million emperors (only money & guns are lacking, and these would be readily forthcoming if the PRC was ever to go up against an enemy of the first rank).
