The Minsk protocol was signed, then Russia performed an offensive to take Donetsk Airport in late 2014, early 2015. Being attacked is not a provocation, breaching a ceasefire agreement is.

Russia was provoked when Ukraine didn't implement the terms of the Minsk Accords, and NATO membership became more likely. USA would never tolerate Mexico and Russia in a military alliance. Why would they tolerate Ukraine in NATO?
