As much as this comic appears to be saying a political message, it isn't. It's simply moving the story along and building the circumstances for what follows.
I spent some time reading through comments and it amazes me how many people just say for Spike to not listen to the rules since he is a dragon when in fact he lives and is a citizen in a land of rule and law, lol. Also people saying for Twilight to use how princess powers. All that might be coming folks, but we can't cram everything into a single comic episode. Yeeeesh. lol.

If aliens came to Earth, how long would it take to establish legal precedent about the interpretation of laws written pre-contact and how they apply to non-human sapient beings?
