Waller is my least favorite character in all of DC. She is such a vile creature that if she was told she could secure "safety" and "peace" for her country in return for sacrificing 100 babies she would cut those kids into teeny, tiny pieces herself to make sure the job got done. She has 1 mode. The ends justify the means no matter what. She is supposed to be a "good guy" and her tactics are worse than most villains. She sucks.

Also, you should never trust Amanda Waller, she is one of the only people in the DC Universe whose more ruthless and heartless then most supervillains.
