The Forsaken has long been experimenting with worgens for... various purposes, under the very close watch of Sylvanas Windrunner. Even though Calia made many changes when she came into charge, shutting down the worgen program wasn't one of them. Guess the Banshee Queen and Lady Menethil have something in common after all.

Tol Dagor was home to the most dangerous and violent criminals in Kul Tiras. One especially disruptive prisoner was the worgen Jes Howlis. In order to keep him in line, Katherine Proudmoore herself would often visit his cell to sure he wouldn't trouble the wardens. Though some say due to her "soft" approach Jes did manage to escape his cell a couple of times...
