This leads to things like the occasional 100k Euro speeding ticket that gets shocked headlines in English language press. It's interesting though that when you read these stories, the recipient of the huge traffic fine is often contrite, taking responsibility for endangering others and hoping the money gets used to some good end. In contrast with the sputtering volcano of rage a wealthy American would be in that situation, it suggests that curtailing the power of the rich has some general effect encouraging normal, pro-social behavior to at least some degree.
