Cassian's Mom Maarva was also in the Harry Potter movies, she played Harry's mean aunt Petunia Dursley. It does seem like life is rough in that town. I think it's owned by the corporation that they mentioned in the first episode the Preox-Morlana Corporation. So the guys in blue are just glorified security guards really, or private security.
