The magic knights just murdered hundreds of people and the people aren't going to buy "sorry some dead elves possessed us and made us do it" anymore than people believed Mark David Chapman when he said the devil made him shoot John Lennon. And it doesn't matter if its true or not. Instead you have one peasant you can make a scapegoat, a peasant openly using devil's magic and his accomplice, a 500 year old "witch" who used forbidden magic to achieve a long life. If you think about it, without knowing anything about asta or Nero, you would probably be inclined to think the user of black magic and guy possessed by a devil are up to no good. If they blame Asta and Nero, its possible they can weld the kingdom back together before the other kingdoms sense blood in the water and attack. Damnatio is just trying to save the kingdom in what appears to be the most logical matter - the magic knights are at fault unless we can have someone else take responsibility, then he's the reason why the magic knights went berserk, and if he's dead, we're safe. Solid plan. Dick move, but solid plan. And they can't blame William, for reasons that are spoilery
