Nekoma is in the Tokyo region. During the Qualifiers and Preliminaries you only play against teams that are part of you region. So Karasuno, Dateko, Sejoh and Shirotizawa can all play against each other, but for now there is no chance of them playing against nekoma. The winner of the qualifiers goes to nationals, so only the winner of this tourney can play against nekoma, and only if they advance to nationals as well
