The Shark Yokai (Kojin/Samebito) is actually not malevolent at all, in the legend in which he appears he's both compassionate and helpful (and the story kicks off with him having been fired from his job, oddly). He is a giant black shark demon though, which has got to be unsettling.
I realized it looks like he's trying to untie Miyuki's bikini bottoms; given her usual goals include taking her clothes off at some point, he is in fact being helpful.
