S4MP 0.23.0 - Buy mode fixes & Blooming Rooms Kit support [Win & OSX]

Changelog:
- All players can edit the colors of items in buy mode
- All players can edit the scale of items in buy mode
- Photo mode now should only appear on the right client
- Light actions now work properly for all clients (color & intensity settings)
- Added support for Blooming Rooms Kit
- Minor launcher UI improvements

Important things to keep in mind:
- This version of the mod only supports The Sims 4 versions 1.77 and later.
- There are now different server regions (Europe, US), the room code only works in the region where the game has been hosted!
- As always, this version contains a lot of updates and most probably contains bugs. Feedback is very welcome, and it is a huge help to boost the development of the mod.
